Harbor House provides a safe, sober place for the chronically homeless substance abuser to live while they are restored to health and self-sufficiency. The program offers customized care tailored to homeless, "intransigent" recidivists, including substance abuse treatment, intensive case management and a sober living environment.

4. Is the prospective resident able to function at a level where they can participate independently in community chores and duties, maintain their hygiene and personal space to acceptable standards, maintain appointments, and use transportation systems (bike, bus, and walk)?
Individuals selected for an interview must understand that there is no guarantee of placement in Harbor House. A team of staff members determine eligibility, interviewing and selection, which must be completed prior to any placement.


1. Is the prospective resident reading and willing to make a real change in their life toward recovery and transformation to self sufficiency? 
2. Is the prospective resident able and willing to live harmoniously in a sober, community living environment?
3. Is the prospective resident willing to commit to the program for a minimum of nine months?
RECOVERY:
Once an individual or family is stabilized with housing, recovery from drug/alochol abuse may effectively begin. Several components of our program lead to success:
Harbor House Supportive Housing Program
1) Program spans as minimum of 9 months up to 18
   months of supportive housing.
2) Client engagement in traditional, 12 step self-help
   programs.
3) Participation in process/therapeutic groups as well
  as intensive in-house case management, rererral to
  HHC outpatient treatment and aftercare.
4) Outside meeting and activities including
   developing a sober support system.
5) Resolving any outstanding legal issues DUI, child
   support debt resolutions, etc.
6) Before graduation stable housing and employment
   are achieved.
7) Abstinence from Drug and Alcohol Use.
8) Increased Social Supports/Social Connections.
9) Increase Access to Services.
Safe Harbor; a Recovery Experience for Women
1) Program spans 4 to 9 months if not pregnant (if
  client is pregnant program extends 3 months post
  delivery)
2) 42 to 86 hours Level I and Level II Alcohol and Drug
   treatment services, including Intensive
   Therapeutic/Process Groups and individual
   counseling.
3) Must enroll in shcool or complete GED. Participate in
   public speaking class.
4) Learn to balance a checkbook and open a checking
   or savings account.
5) Graduate drug court or clear probation and parole.
6) Demonstrate self sufficiency and empathy for the
   experiences and needs of their children.
7) Abstinence from Drug and alcohol Use.
8) Increased Social Supports/Social Connections
9) Increase Access to Services
All facets of our program are client centered and geared towards helping the client understand the power of addiction and its impacts; practical tools are learned and applied, and residents gradually become integrated into activities within the recovery support community. Without this integration, clients are likely to relapse immediately and begin another episode of living on the streets and frequenting hospitals and shelters.
Admissions Criteria
The Harbor House program provides sober, transitional housing, treatment and intensive case management. 

The Harbor House Clinic provides multi-dimensional services to individuals and the general public in need of counseling, as well as, group counseling, community-based groups, outreach, and public education programs to minimize the harm that alcohol and drug use has on individuals, families, the community and society.

IN A STRUCTURED - SOBER ENVIRONMENT
This program endeavors to substantially decrease community resources utilized by chronic recidivists, which are ancillary to actual wellness and treatment, through documented cost savings. Housing one chronically homeless individual saves taxpayers $60,000 per year in emergency service expenses. It costs harbor house about $12,000 per year per individual to house and provide recovery services.
Harbor House is a unique housing facility in the region that works with this “hard core” population. The program requires a commitment to complete a six-week intensive outpatient substance abuse treatment program (IOP); at the point of entry into detoxification, targeted individuals receive motivational counseling in order to engage them with this next level of treatment. 
Several components of our program lead to success: 
1) Client engagement in traditional, 12 step self-help programs, 
2) participation in intensive outpatient treatment, which mandates nine hours per week in the classroom, and 3) outside meetings and activities.  All facets or our program are client centered and geared towards helping the client understand the power of addiction and its impacts; practical tools are learned and applied, and residents gradually become integrated into activities within the recovery support community.  Without this integration, clients are likely to relapse immediately and begin another episode of living on the streets and frequenting hospitals and shelters.
Intensive case management is another key component.  Many clients are unable to read, lack the skills to develop a resume, and many are unable to interact socially.  A package of basic living skills training, vocational assistance, remedial reading and money management classes supplement linkages with medical, dental and benefits eligibility resources.  Many Harbor House residents move from the ranks of the "unemployable" to "productive citizen" in a matter of months due to the intense nature of these case management services.
In April 2009, the Harbor House Collaborative purchased a 12 unit apartment complex for our transitional, sober living program and will continue to link residents with medical, dental, employment, life skills training and other resources that are making a difference between living under the bridge and becoming a contributing member of our community.
Lives are being saved in Harbor House Supportive Housing and the community is benefitting by experiencing an improved quality of life for these individuals.

The Harbor House Collaborative meets a critical gap in services to the most underserved populations in our community:  the chronic homeless, the alcoholic, the substance abuser, the uninsured, and the underinsured. Admissions Criteria
We offer the homeless a pill, a program and a protocol…what they want is a place. Healing and recovery are nearly impossible without a home. Harbor House Collaborative believes that Homelessness is unacceptable and that every person has the right to adequate food, housing, clothing and health care. People experiencing homelessness suffer with trauma and many complex issues that include physical and mental health problems, substance abuse, shame and guilt, assault, violence and domestic abuse, abandonment, rejection, grief, human trafficking, loss of job and income, and loss of trust to name a few. How do homeless work through barriers and navigate our complex human services system?!
Most potential residents must have a history of chronic substance abuse (alcohol or drugs.) Past addictive lifestyles; gambling, pornography, and trauma  are also considered!
Any history of sexual and/or violent offenses must be disclosed. It is not an immediate grounds for disapproval, but must receive an exception (based on history, circumstances, recovery work, etc
Individuals may not have outstanding warrants. Legal issues must be settled prior to admission into the program.
